Change Management Consultants – Level 2 and Level 3

NavPoint is currently seeking to establish a database of experienced Change Management Consultants – Level 2 and Level 3. We have federal government clients who are currently seeking change management expertise in support of a wide range of business issues and business transformations programmes.

The successful resource will:
• Designing programs to improve the organizational effectiveness through system-centered change, process driven change and people-centered change;
• Work with senior business leaders to help define business strategy and processes in support of transformation and change management activities;
• Leading or participating in change impact assessment and analysis;
• Developing and implementing change management strategies and plans while leveraging leading industry best practice change management frameworks and methodologies;
• Developing communications strategies, communications plans and execute the communications plan;
• Articulating the purpose of change in a manner that makes sense to staff and provides a compelling picture of the new organization;
• Creating presentations, conduct focus groups and workshops; present to various stakeholders and facilitate meetings and discussions.
• Participating in organizational realignment (job re-design or organizational re-structuring);

The qualified candidate must have:

• A valid University degree OR a valid two-year College diploma;
• Minimum of eight (8) years of experience as a Change Management Consultant;
• A valid Accreditation in Change Management (e.g. Prosci Change Management Certification, Being First, Certified Change Management Professional (CCMP) or equivalent;
• Provided professional services as a Change Management Executive Consultant in IM/IT-enabled business projects within departments, organizations and/or agencies of the Government of Canada (GOC);
• Experience in designing and developing change management strategies and plans;
• Experience in preparing and rolling-out communication and strategic plans working with business clients and service providers.

Organizational Design Consultants – Level 2 and Level 3

NavPoint is currently seeking to establish a database of experienced Organizational Design Consultants – Level 2 and Level 3. We have federal government clients who are currently seeking organizational design expertise in support of a wide range of business issues and business transformations programmes.

The successful resource will:
• Developing tools to and conducting organizational change impact assessments and organizational needs assessment and strategic planning;
• Supporting the evolution of organizational restructuring, new roles and responsibilities, new functions and capabilities;
• Working with senior management officials to prioritize and develop the organizational change management strategies and plans;
• Defining training requirements; design, develop and deliver online and / or classroom training in support of the organization’s business objectives as well as employee development and leadership / management development;
• Helping manage the organization's training program to ensure cost effective learning activities that support the organization's strategic initiatives
• Developing and implementing processes to measure the effectiveness of development and learning efforts to ensure performance improvements are focused on measurable and attainable results
• Analyzing and making recommendations on business improvement processes and IM/IT solutions;
• Developing tools and assessing organizational readiness for change and make recommendations based on key findings;

Project Manager - Level 3

NavPoint is currently seeking a Project Manager for a WON federal government contract – March 2020 with extension beyond.

The successful resource will:
• Managing several IM projects and associated project teams, deliverables, scope, risks and issues;
• Managing projects during the development, implementation and operations startup by ensuring that resources are made available and that the projects are developed and are fully operational within previously agreed time, cost and performance parameters;
• Formulating statements of problems; establish procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtains approval thereof;
• Defining and documenting the objectives for projects; determining budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team;
• Reporting progress of projects on an ongoing basis and at scheduled points in the life cycle;
• Meeting with stakeholders and other project managers, and state problems in a form capable of being resolved;
• Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools.

Business Analyst - Senior

NavPoint is currently seeking a Business Analyst – Senior for a federal government client. The period of any resulting contract will be from contract award date to March 31, 2020 with two option periods of 12 months each.

The tasks to be performed by the Business Analyst are as follow but not limited to:
• Establish a national requirement gathering process and documentation standard for regional Business Analysts (BA’s) to follow, based on Client’s Agile development processes
• Track regional BA deliverables and provide guidance and feedback on work completed at regular intervals
• Assess regional requirements in the context of the overall project objectives to prioritize and filter for user story generation
• Collect and analyze requirements from Client’s business clients individually or by means of facilitating group sessions
• Log requirements in the Client’s Microsoft DevOps tool as user stories
• Identify similarities between regional requirements to simplify or harmonize the objectives
• Work with business clients to assign priority to user stories
• Iteratively refine backlog of user stories over time to add sufficient detail for development team to build the technical solution
• Preparing and presenting findings to business clients and development team
• Integrate into an Agile team workflow by attending Scrums and Sprint meetings
• Assess the organization’s ability to undertake and successfully deliver an initiative or change
• Assessing business problems to come up with potential solutions, which may be business process changes or technological solutions

The successful resource must have:
1. Enhanced Reliability Security Clearance or higher;
2. Thirty (36) months of experience as a Business Analyst working with IT Service Delivery processes within in the Canadian Federal Government, within the last sixty (60) months.

The qualified candidate should have:
1. Experience in gathering user business requirements from diverse clients.
2. Experience analyzing and synthesizing business requirements from multiple sources and consolidating them into a cohesive set;
3. Experience advising senior management and supporting the implementation of IT infrastructure services within the Government of Canada;
4. Experience in AGILE development process, including knowledge of Epics, Features and User Stories; and
5. Experience preparing and executing test cases based on user stories.

Procurement Specialist - Intermediate

NavPoint is currently seeking a Procurement Specialist – Intermediate for a federal government client. The period of any resulting contract will be from Contract Award to November 30, 2020 inclusive with a two (2) year extension.

The tasks to be performed by the Procurement Specialist are as follow but not limited to:
• Advise senior executives and provide recommendations on the Client’s procurement strategies
• Analyze functional and non-functional requirements as required
• Coordinate with the Client’s senior management and internal stakeholders to establish project requirements
• Provide briefings on progress and concerns of procurement
• Prepare draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement
• Identify potential problems and propose solutions
• Ensure management and staff are provided with timely and accurate information and status updates
• Develop, plan, analyze, evaluate and prioritize deliverables and requirements (Bid evaluation)
• Develop procurement strategies for the acquisition of required products and services
• Engage with industry and conduct a competition and procurement in line with legislative requirements and organizational policies
• Lead and/or participate in negotiations and procurement process development
• Conduct post procurement reviews and contractor evaluations/lessions learned

The successful resource must have:
1. Enhanced Reliability and/or Secret Security Clearance;
2. A minimum of two (2) years of experience working within an SAP environment or equivalent Procurement Module using: Purchase Requisitions, Purchase Orders, Procure to pay (P2P) workflow and producing reports on purchase requisitions and contracts;
3. A valid Reliability security clearance or higher and one resource that holds a valid Secret security clearance with CISD, Public Works and Government Services Canada (PWGSC);
4. A minimum of five (5) years’ experience delivering successful solicitation processes from end to end (i.e. involved in procurement planning with the client, help the client scope their requirement, prepare and issue the solicitation document, prepare the resulting document (contract or callup), provide guidance to clients during the contract management phase) for all of the following contracting vehicles: TBIPS, ProServices, PASS and THS;
5. A minimum of four (4) years’ experience in a leadership role providing guidance and support to procurement officers and clients on Federal Government procurement practices and competitive procurement processes.

The qualified candidate should have:
1. 10+ years of experience in a leadership role providing guidance and support to procurement officers and clients on Federal Government procurement practices and competitive procurement processes;
2. 8+ years of experience working with the Centralized Professional Services ePortal (CPSS) on RFP requirement such as TBIPS, TSPS, PASS, THS and ProServices;
3. Experience working on and completing proactive disclosure 7+ reports; and
4. 4+ years of experience providing quality assurance on contract and solicitation documents.
