Project Manager – Level 2

NavPoint is currently seeking to establish a database of Project Managers – Level 2. We have federal government clients who are currently seeking project management expertise with certifications in Project Management and expertise in IM or IT transformation projects.

The successful resource will:
• Develop the engagement, communications and development approach to meet the requirements of corporate systems and solutions;
• Engage key stakeholders to validate the approach and identify their interactions within the scope of the project;
• Plan, prepare and facilitate workshops to develop and obtain agreement on the outline, content and key elements of the corporate system or solution;
• Assess business processes of contributing or supporting functions to define interactions, information, handoffs, activities, and end-to-end business processes;
• Plan and conduct development workshops for documenting, validating and confirming decision points, interactions, information requirements and responsibilities;
• Update the business process map to reflect the validated decision points, information requirements and responsibilities; and
• Establish the appropriate repositories for the instructions, information, artifacts, templates, and reports.

The qualified candidate must have:
• At least a Government of Canada Reliability Clearance;

Change Management Consultants – Level 2 and Level 3

NavPoint is currently seeking to establish a database of experienced Change Management Consultants – Level 2 and Level 3. We have federal government clients who are currently seeking change management expertise in support of a wide range of business issues and business transformations programmes.

The successful resource will:
• Designing programs to improve the organizational effectiveness through system-centered change, process driven change and people-centered change;
• Work with senior business leaders to help define business strategy and processes in support of transformation and change management activities;
• Leading or participating in change impact assessment and analysis;
• Developing and implementing change management strategies and plans while leveraging leading industry best practice change management frameworks and methodologies;
• Developing communications strategies, communications plans and execute the communications plan;
• Articulating the purpose of change in a manner that makes sense to staff and provides a compelling picture of the new organization;

Organizational Design Consultants – Level 2 and Level 3

NavPoint is currently seeking to establish a database of experienced Organizational Design Consultants – Level 2 and Level 3. We have federal government clients who are currently seeking organizational design expertise in support of a wide range of business issues and business transformations programmes.

The successful resource will:
• Developing tools to and conducting organizational change impact assessments and organizational needs assessment and strategic planning;
• Supporting the evolution of organizational restructuring, new roles and responsibilities, new functions and capabilities;
• Working with senior management officials to prioritize and develop the organizational change management strategies and plans;
• Defining training requirements; design, develop and deliver online and / or classroom training in support of the organization’s business objectives as well as employee development and leadership / management development;
• Helping manage the organization's training program to ensure cost effective learning activities that support the organization's strategic initiatives
• Developing and implementing processes to measure the effectiveness of development and learning efforts to ensure performance improvements are focused on measurable and attainable results

Information Management Architect - Senior

Project Manager - Level 3

NavPoint is currently seeking a Project Manager for a WON federal government contract – March 2020 with extension beyond.

The successful resource will:
• Managing several IM projects and associated project teams, deliverables, scope, risks and issues;
• Managing projects during the development, implementation and operations startup by ensuring that resources are made available and that the projects are developed and are fully operational within previously agreed time, cost and performance parameters;
• Formulating statements of problems; establish procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtains approval thereof;
• Defining and documenting the objectives for projects; determining budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team;
• Reporting progress of projects on an ongoing basis and at scheduled points in the life cycle;
• Meeting with stakeholders and other project managers, and state problems in a form capable of being resolved;
• Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools.

The qualified candidate must have:
• Senior Project Manager has at least one project management designation(s) in any one of the following: Masters, Certificate, degree or diploma in Project Management from a Canadian university, Project Management Professional (PMP), PRINCE2

Business Analyst - Level 2

NavPoint is currently seeking Business Analysts – Intermediate for a federal government client. The contract commences upon award – November 30, 2020 with four (4) years’ extensions.

The successful resource will:
• Liaise with business stakeholders and Service Desk to capture requirements and document (modify/create) processes and procedures following industry standard practices to improve service delivery; and
• Develop reporting framework for senior management, internal monitoring and service delivery improvement.
• Develop and document business requirements for considered alternatives;
• Perform business analyses of functional requirements to identify information, procedures, and decision flows;
• Evaluate existing procedures and methods, identify and document items such as database content and structure;
• Document IM/IT processes using a Justice-provided tool;
• Establish acceptance test criteria with the Technical Authority;
• Support and use the selected departmental methodologies;
• Advising Senior Management on a range of issues affecting the organization's ability to achieve the project's business objectives;
• Identifying opportunities for process improvements based on best practices;
• Assisting in the prioritization and assignment of organizational improvements;

• five (5) to eight (8) years of experience, in the past ten (10) years, as a Business Analyst working on IM/IT projects;
• a minimum of five (5) years of experience, in the past ten (10) years, identifying, evaluating and documenting procedures and methods;
• a minimum of five (5) years of experience, in the past ten (10) years, using modelling tools to produce flowcharts and diagrams to generate IM/IT process documentation;
• a minimum of two (2) years of experience, in the past five (5) years, presenting IM/IT related issues to project stakeholders;
• five (5) years of experience as a Business Analyst working for a federal government department, crown corporation, or federal agency;
• eight (8) years of experience as a Business Analyst working on IM/IT projects with a focus on IT technical support;
• eight (8) years of experience conducting focus groups to gather and validate business requirements for a business solution
